It is mainly a pilot programme which has been established to assist Canadian employers and businesses in employing highly skilled foreign professionals with the goal of enhancing innovation and to provide them with aid in retaining the most skilled workers. This is an effort by the Canadian government to take advantage of the large pool of highly educated and trained overseas workers coming from various different countries.
